Key features of the precinct

Links to a future Glebe Island Bridge Connection

The importance of a connection between Glebe Island and the Pyrmont Peninsula is recognised in the Bays West Place Strategy. The Bays West Place Strategy calls out the opportunity to value and respect the heritage of the structure and its history while planning for its future.

The NSW Government will continue to explore options for the crossing at Glebe Island Bridge in consultation with stakeholders.

Integrated transport to the CBD and Greater Sydney

Improved public transport and active transport options to minimise private vehicle usage. Other strategies include:

  • Minimising car parking spaces with limited on-street parking
  • Opportunity for buses to service through site link
  • Connections to the existing light rail
  • Access to the future Sydney Metro West Station in Pyrmont
A vibrant mixed-use precinct

The Precinct includes a mix of commercial, retail and residential land uses, creating all the convenience needed for day-to-day needs. The Precinct Plan allows for an estimated 1,200 new homes. The number of homes is calculated using the average size of various types of housing and the Ground Floor Areas set out in the Design Code. 

A continuous world-class public foreshore

Creating a world-class foreshore promenade, the precinct will deliver the missing link to an otherwise 15 kilometre harbourside walk from Rozelle Bay to Woolloomooloo. For the first time in a century, the community will be reconnected to the harbour of Blackwattle Bay.

Sustainable precinct

Implementing sustainable initiatives that add to the resilience and liveability of the area, the Blackwattle Bay Precinct is targeting Net Zero by 2041.

A high-quality public domain

High-quality public spaces will be delivered in consultation with a Design Excellence Panel, community consultation and statutory planning approvals.

A renewed tourist destination

Set to deliver 6 million visitors a year, the architectural masterpiece will sit over Blackwattle Bay, set to open in 2024.

A green harbourside

A new 1.1 hectare park will be delivered at Bank Street including potential reuse of the buildings at 1-3 Bank Street.

New waterfront park

The redevelopment of Blackwattle Bay offers an exciting opportunity to build an inclusive and iconic waterfront destination that celebrates innovation, diversity and community. As part of this redevelopment, there will be a new 1.1-hectare waterside park at Bank Street, Pyrmont.

Infrastructure to be delivered

There are many infrastructure needs that must be delivered in Bank Street Park. These have been identified in the Pyrmont Peninsula Place Strategy and Blackwattle Bay State Significant Precinct Study. The infrastructure has been shown on the map. The location will be subject to further design and consultation.

Old buildings at 1-3 Bank Street

The buildings have a unique and varied history since construction, thought to be in the 1940’s. The future of the buildings is currently under investigation and requires further investigations.

Bank Street Park community consultation
Phase 1 Consultation

Community and stakeholder consultation was undertaken between August and September 2022, to help inform a design brief for Bank Street Park that reflects community needs and aspirations. From the Phase 1 consultation, we heard priorities for the park from the community.

Phase 2 Consultation

In February and March 2023, community and stakeholder consultation was undertaken on 3 design concepts. The concepts consideration community priorities heard from Phase 1 consultation, site constraints, identified local infrastructure needs and the need to provide a space that can be enjoyed by all.

Feedback received will help inform the preferred concept design for the park. The preferred park design may be a combination of different elements of all three concepts.

Heritage and connecting with Country

Connecting with Country and a heritage walk

Recognising and celebrating the traditional custodians of the land and water of Blackwattle Bay – the Wan and Gadi people - is a key objective for the Precinct.

The rezoning planning for the Precinct includes a strong emphasis on collaboration and co-leadership with Aboriginal and Torres Strait Islander people through the design process.

Sustainability and open space

Sustainability initiatives
ESD targets and net zero pathway

Some of the initiatives included in the Design Code include:

  • targeting net zero for the precinct by 2041
  • 5-star Green Star Buildings ratings required for all buildings as a minimum
  • incorporate sustainability measures and initiatives that contribute to achieving net zero

Transport

Targeting 85/15 modal split, with only 15% private vehicle use.

This will be achieved by integrating public and active transport and supporting initiatives and reduce the need for private vehicle dependency. Some of these initiatives include:

  • Promoting a walkable urban environment, prioritising safe and comfortable access and movement of people
  • improving intersection links towards the Pyrmont Metro West station
  • minimising through traffic and impacts of vehicle access and servicing in public spaces
  • deliver bicycle infrastructure (including facilities in buildings)
  • provide for a connection to a future pedestrian and cycling connection at the Glebe Island Bridge (Transport for NSW)

Water management

Some of the initiatives included in the Design Code include:

  • water sensitive urban design incorporated throughout the precinct
  • public open space irrigated with recycled water

Flood planning and sea level rise

Some of the initiatives included in the Design Code include:

  • Minimum ground floor podium and foreshore promenade site levels
  • seawall design requirements

Urban heat management and reflectivity

Some of the initiatives included in the Design Code include:

  • canopy coverage targets
  • water sensitive urban design (WSUD) features
  • shading and seating providing visitors with respite from heat
  • shade to active transport routes
  • light reflectivity requirements
  • optimising permeable pavements where possible
  • use of building materials catering to higher operating temperatures.

Waste management

Specific waste targets including construction and demolition waste, operational waste, food and organic waste.


Urban and marine ecology

Some of the initiatives included in the Design Code include:

  • Aquatic habitat enhancement opportunities
  • terrestrial habitat features into landscape plans and building designs.
